had been being watched 是非常罕见的英语结构,已不是习惯用法,
were being watched 是对的
1.were 表示虚拟,所以用过去时
2.being watched 被动式,这不需要解释
另外,近来很多人 用 was being watched 表示虚拟,虽然是非常规,我认为是可以接受的.
